prison unit advice

Kindly , can one give me advice about prison unit with the following characteristics: 19.90m width, 41.9m length, 7.47m height and Volume of 5062.99m3.and • the finishing materials of the surfaces are considered as the following: 1. The ceiling is Rough Concrete. 2. The floor is Rough Concrete. 3. The wall is Rough Concrete.
4.The Architectural openings covered with Steel .
•The assumed noise level is 65dB. - Audience area level at 1.5m.
•The assumed humidity level is 60%. - All Calculations to be done at, 1000Hz. We used 9 line array speakers TOA but the result is very bad intelligibility also considered The customer did not allow active treatments or use acoustical materials the RT is 4.62 second at 1KHZ.
Please give me solutions for this issue .

Your choices for this situation are always:

1) More directional loudspeakers
2) Loudspeakers closer to listeners
3) Modify the acoustics

All of these solutions cost money, including the design work involved. There are no magic bullets, and each situation needs the designer to consider all of the various trade-offs.
